Fix typos in librustdoc, tools and config files I used [`typos`](https://github.com/crate-ci/typos) to fix all typos, minus the ones present in #110153 and in #110154. Refs #110150
This directory contains some source code for the Rust project, including:
- The bootstrapping build system
- Various submodules for tools, like cargo, tidy, etc.
