401dd840ff Remove all threading through of ErrorGuaranteed from the driver
It was inconsistently done (sometimes even within a single function) and
most of the rest of the compiler uses fatal errors instead, which need
to be caught using catch_with_exit_code anyway. Using fatal errors
instead of ErrorGuaranteed everywhere in the driver simplifies things a
bit.

84ac80f192 Reformat use declarations.

Stabilize the size of incr comp object file names

The current implementation does not produce stable-length paths, and we create the paths in a way that makes our allocation behavior is nondeterministic. I think `@eddyb` fixed a number of other cases like this in the past, and this PR fixes another one. Whether that actually matters I have no idea, but we still have bimodal behavior in rustc-perf and the non-uniformity in `find` and `ls` was bothering me.

I've also removed the truncation of the mangled CGU names. Before this PR incr comp paths look like this:

On the one hand, I'm sure this will break some people's builds because they're on Windows and only a few bytes from the path length limit. But if we're that seriously worried about the length of our file names, I have some other ideas on how to make them smaller. And last time I deleted some hash truncations from the compiler, there was a huge drop in the number if incremental compilation ICEs that were reported: https://github.com/rust-lang/rust/pull/110367https://github.com/rust-lang/rust/pull/110367

Upon further reading, this PR actually fixes a bug. This comment says the CGU names are supposed to be a fixed-length hash, and before this PR they aren't: ca7d34efa9/compiler/rustc_monomorphize/src/partitioning.rs (L445-L448)

46f4983356 Adjust the has_errors* methods.
Currently `has_errors` excludes lint errors. This commit changes it to
include lint errors.

The motivation for this is that for most places it doesn't matter
whether lint errors are included or not. But there are multiple places
where they must be includes, and only one place where they must not be
included. So it makes sense for `has_errors` to do the thing that fits
the most situations, and the new `has_errors_excluding_lint_errors`
method in the one exceptional place.

The same change is made for `err_count`. Annoyingly, this requires the
introduction of `err_count_excluding_lint_errs` for one place, to
preserve existing error printing behaviour. But I still think the change
is worthwhile overall.

1f9fa2305a Tweak error counting.
We have several methods indicating the presence of errors, lint errors,
and delayed bugs. I find it frustrating that it's very unclear which one
you should use in any particular spot. This commit attempts to instill a
basic principle of "use the least general one possible", because that
reflects reality in practice -- `has_errors` is the least general one
and has by far the most uses (esp. via `abort_if_errors`).

Specifics:
- Add some comments giving some usage guidelines.
- Prefer `has_errors` to comparing `err_count` to zero.
- Remove `has_errors_or_span_delayed_bugs` because it's a weird one: in
  the cases where we need to count delayed bugs, we should really be
  counting lint errors as well.
- Rename `is_compilation_going_to_fail` as
  `has_errors_or_lint_errors_or_span_delayed_bugs`, for consistency with
  `has_errors` and `has_errors_or_lint_errors`.
- Change a few other `has_errors_or_lint_errors` calls to `has_errors`,
  as per the "least general" principle.

This didn't turn out to be as neat as I hoped when I started, but I
think it's still an improvement.

For consistency with `warn`/`struct_warn`, and also `{create,emit}_err`,
all of which use an abbreviated form.

21a870515b Fix clippy::needless_borrow in the compiler
`x clippy compiler -Aclippy::all -Wclippy::needless_borrow --fix`.

Then I had to remove a few unnecessary parens and muts that were exposed
now.

64e8aea9ce Ignore unexpected incr-comp session dirs
Clearly the code path can be hit without the presence of a compiler bug.
All it takes is mischief. See 71698.

Ignore problematic directories instead of ICE:ing. `continue`ing is
already done for problematic dirs in the code block above us.

9570023ce1 Only compute the crate hash when necessary.
The crate hash is needed:
- if debug assertions are enabled, or
- if incr. comp. is enabled, or
- if metadata is being generated, or
- if `-C instrumentation-coverage` is enabled.

This commit avoids computing the crate hash when these conditions are
all false, such as when doing a release build of a binary crate.

It uses `Option` to store the hashes when needed, rather than
computing them on demand, because some of them are needed in multiple
places and computing them on demand would make compilation slower.

The commit also removes `Owner::hash_without_bodies`. There is no
benefit to pre-computing that one, it can just be done in the normal
fashion.

3c9765cff1 Rename debugging_opts to unstable_opts
This is no longer used only for debugging options (e.g. `-Zoutput-width`, `-Zallow-features`).
Rename it to be more clear.
