ignore run-make tests that need std on no_std targets
In particular, anything that includes `none` in the target tripple, and `nvptx64-nvidia-cuda`

Reformat use declarations.
The previous commit updated `rustfmt.toml` appropriately. This commit is
the outcome of running `x fmt --all` with the new formatting options.
