Clean up a few minor refs in `format!` macro, as it has a performance cost. Apparently the compiler is unable to inline `format!("{}", &variable)`, and does a run-time double-reference instead (format macro already does one level referencing). Inlining format args prevents accidental `&` misuse.
A bit of an inelegant fix but given that the error is created only
after call to `const_eval_poly()` and that the calling function
cannot propagate the error anywhere else, the error has to be
explicitly handled inside `mono_item.rs`.
This commit removes the obsolete printer and replaces all uses of it
with `FmtPrinter`. Of the replaced uses, all but one use was in `debug!`
logging, two cases were notable:
- `MonoItem::to_string` is used in `-Z print-mono-items` and therefore
affects the output of all codegen-units tests.
- `DefPathBasedNames` was used in `librustc_codegen_llvm/type_of.rs`
with `LLVMStructCreateNamed` and that'll now get different values, but
this should result in no functional change.
