8d820c0c47 Rollup merge of #123188 - klensy:clippy-me2, r=Nilstrieb
compiler: fix few unused_peekable and needless_pass_by_ref_mut clippy lints

This fixes few instances of `unused_peekable` and `needless_pass_by_ref_mut`. While i expected to fix more warnings, `needless_pass_by_ref_mut` produced too much for one PR, so i stopped here.

Better reviewed commit by commit, as fixes splitted by chunks.

Much better!

Note that this involves renaming (and updating the value of)
`DIAGNOSTIC_BUILDER` in clippy.

Overhaul `Diagnostic` and `DiagnosticBuilder`

Implements the first part of https://github.com/rust-lang/compiler-team/issues/722, which moves functionality and use away from `Diagnostic`, onto `DiagnosticBuilder`.

Likely follow-ups:
- Move things around, because this PR was written to minimize diff size, so some things end up in sub-optimal places. E.g. `DiagnosticBuilder` has impls in both `diagnostic.rs` and `diagnostic_builder.rs`.
- Rename `Diagnostic` as `DiagInner` and `DiagnosticBuilder` as `Diag`.

b18f3e11fa Prefer DiagnosticBuilder over Diagnostic in diagnostic modifiers.
There are lots of functions that modify a diagnostic. This can be via a
`&mut Diagnostic` or a `&mut DiagnosticBuilder`, because the latter type
wraps the former and impls `DerefMut`.

This commit converts all the `&mut Diagnostic` occurrences to `&mut
DiagnosticBuilder`. This is a step towards greatly simplifying
`Diagnostic`. Some of the relevant function are made generic, because
they deal with both errors and warnings. No function bodies are changed,
because all the modifier methods are available on both `Diagnostic` and
`DiagnosticBuilder`.

781111ef35 Use Cow in {D,Subd}iagnosticMessage.
Each of `{D,Subd}iagnosticMessage::{Str,Eager}` has a comment:
```
// FIXME(davidtwco): can a `Cow<'static, str>` be used here?

This commit answers that question in the affirmative. It's not the most
compelling change ever, but it might be worth merging.

This requires changing the `impl<'a> From<&'a str>` impls to `impl
From<&'static str>`, which involves a bunch of knock-on changes that
require/result in call sites being a little more precise about exactly
what kind of string they use to create errors, and not just `&str`. This
will result in fewer unnecessary allocations, though this will not have
any notable perf effects given that these are error paths.

Note that I was lazy within Clippy, using `to_string` in a few places to
preserve the existing string imprecision. I could have used `impl
Into<{D,Subd}iagnosticMessage>` in various places as is done in the
compiler, but that would have required changes to *many* call sites
(mostly changing `&format("...")` to `format!("...")`) which didn't seem
worthwhile.

Add an obligation cause for these error so that the error points to the
implementations that caused the error.

2200911616 Rename many interner functions.
(This is a large commit. The changes to
`compiler/rustc_middle/src/ty/context.rs` are the most important ones.)

The current naming scheme is a mess, with a mix of `_intern_`, `intern_`
and `mk_` prefixes, with little consistency. In particular, in many
cases it's easy to use an iterator interner when a (preferable) slice
interner is available.

The guiding principles of the new naming system:
- No `_intern_` prefixes.
- The `intern_` prefix is for internal operations.
- The `mk_` prefix is for external operations.
- For cases where there is a slice interner and an iterator interner,
  the former is `mk_foo` and the latter is `mk_foo_from_iter`.

Also, `slice_interners!` and `direct_interners!` can now be `pub` or
non-`pub`, which helps enforce the internal/external operations
division.

It's not perfect, but I think it's a clear improvement.

The following lists show everything that was renamed.

Use associated type bounds in some places in the compiler

Use associated type bounds for some nested `impl Trait<Assoc = impl Trait2>` cases. I'm generally keen to introduce new lang features that are more mature into the compiler, but maybe let's see what others think?

Side-note: I was surprised that the only use-cases of nested impl trait in the compiler are just iterator related?!
