Remove `#[macro_use] extern crate tracing`, round 4
Because explicit importing of macros via use items is nicer (more standard and readable) than implicit importing via #[macro_use]. Continuing the work from #124511 , #124914 , and #125434 . After this PR no `rustc_*` crates use `#[macro_use] extern crate tracing` except for `rustc_codegen_gcc` which is a special case and I will do separately.

Use ConstArg for const param defaults
...
Now everything that actually affects the type system (i.e., excluding
const blocks, enum variant discriminants, etc.) *should* be using
`ConstArg`.

This will allow lowering const params to a dedicated enum variant, rather

Update (doc) comments
...
Several (doc) comments were super outdated or didn't provide enough context.
Some doc comments shoved everything in a single paragraph without respecting
the fact that the first paragraph should be a single sentence because rustdoc
treats these as item descriptions / synopses on module pages.

Use `ControlFlow` in visitors.
Follow up to #121256
This does have a few small behaviour changes in some diagnostic output where the visitor will now find the first match rather than the last match. The change in `find_anon_types.rs` has the only affected test. I don't see this being an issue as the last occurrence isn't any better of a choice than the first.

Convert delayed_bugs to bugs.
...
I have a suspicion that quite a few delayed bug paths are impossible to
reach, so I did an experiment.
I converted every `delayed_bug` to a `bug`, ran the full test suite,
then converted back every `bug` that was hit. A surprising number were
never hit.
The next commit will convert some more back, based on human judgment.
