intrinsics: unify rint, roundeven, nearbyint in a single round_ties_even intrinsic
LLVM has three intrinsics here that all do the same thing (when used in the default FP environment). There's no reason Rust needs to copy that historically-grown mess -- let's just have one intrinsic and leave it up to the LLVM backend to decide how to lower that.

Implement `needs-subprocess` directive, and cleanup a bunch of tests to use `needs-{subprocess,threads}`
### Summary
Closes#128295.
- Implements `//@ needs-subprocess` directive in compiletest as requested in #128295. However, compiletest is a host tool, so we can't just try to spawn process because that spawns the process on *host*, not the *target*, under cross-compilation scenarios.
- The short-term solution is to add *Yet Another* list of allow-list targets.
- The long-term solution is to first check if a `$target` supports std, then try to run a binary to do run-time capability detection *on the target*. But that is tricky because you have to build-and-run a binary *for the target*.
- This PR picks the short-term solution, because the long-term solution is highly non-trivial, and it's already an improvement over individual `ignore-*`s all over the place.
- Opened an issue about the long-term solution in #135928.
- Documents `//@ needs-subprocess` in rustc-dev-guide.
- Replace `ignore-{wasm,wasm32,emscripten,sgx}` with `needs-{subprocess,threads}` where suitable in tests.
- Some drive-by test changes as I was trying to figure out if I could use `needs-{subprocess,threads}` and found some bits needlessly distracting.

rustc_intrinsic: support functions without body
We synthesize a HIR body `loop {}` but such bodyless intrinsics.
Most of the diff is due to turning `ItemKind::Fn` into a brace (named-field) enum variant, because it carries a `bool`-typed field now. This is to remember whether the function has a body. MIR building panics to avoid ever translating the fake `loop {}` body, and the intrinsic logic uses the lack of a body to implicitly mark that intrinsic as must-be-overridden.
I first tried actually having no body rather than generating the fake body, but there's a *lot* of code that assumes that all function items have HIR and MIR, so this didn't work very well. Then I noticed that even `rustc_intrinsic_must_be_overridden` intrinsics have MIR generated (they are filled with an `Unreachable` terminator) so I guess I am not the first to discover this. ;)

Use backticks instead of single quotes for library feature names in diagnostics
This PR changes the text of library feature errors for using unstable or body-unstable items. Displaying library feature names in backticks is consistent with other diagnostics (e.g. those from `rustc_passes`) and with the `reason`s on unstable attributes in the library. Additionally, this simplifies diagnostics when supporting multiple unstable attributes on items (see #131824) since `DiagSymbolList` also displays symbols using backticks.
This is consistent with all other diagnostics I could find containing
features and enables the use of `DiagSymbolList` for generalizing
diagnostics for unstable library features to multiple features.
Fundamentally, we have *three* disjoint categories of functions:
1. const-stable functions
2. private/unstable functions that are meant to be callable from const-stable functions
3. functions that can make use of unstable const features
This PR implements the following system:
- `#[rustc_const_stable]` puts functions in the first category. It may only be applied to `#[stable]` functions.
- `#[rustc_const_unstable]` by default puts functions in the third category. The new attribute `#[rustc_const_stable_indirect]` can be added to such a function to move it into the second category.
- `const fn` without a const stability marker are in the second category if they are still unstable. They automatically inherit the feature gate for regular calls, it can now also be used for const-calls.
Also, several holes in recursive const stability checking are being closed.
There's still one potential hole that is hard to avoid, which is when MIR
building automatically inserts calls to a particular function in stable
functions -- which happens in the panic machinery. Those need to *not* be
`rustc_const_unstable` (or manually get a `rustc_const_stable_indirect`) to be
sure they follow recursive const stability. But that's a fairly rare and special
case so IMO it's fine.
The net effect of this is that a `#[unstable]` or unmarked function can be
constified simply by marking it as `const fn`, and it will then be
const-callable from stable `const fn` and subject to recursive const stability
requirements. If it is publicly reachable (which implies it cannot be unmarked),
it will be const-unstable under the same feature gate. Only if the function ever
becomes `#[stable]` does it need a `#[rustc_const_unstable]` or
`#[rustc_const_stable]` marker to decide if this should also imply
const-stability.
Adding `#[rustc_const_unstable]` is only needed for (a) functions that need to
use unstable const lang features (including intrinsics), or (b) `#[stable]`
functions that are not yet intended to be const-stable. Adding
`#[rustc_const_stable]` is only needed for functions that are actually meant to
be directly callable from stable const code. `#[rustc_const_stable_indirect]` is
used to mark intrinsics as const-callable and for `#[rustc_const_unstable]`
functions that are actually called from other, exposed-on-stable `const fn`. No
other attributes are required.
To fix the linker errors, we need to set the output extension to `.js` instead
of `.wasm`. Setting the output to a `.wasm` file puts Emscripten into standalone
mode which is effectively a distinct target. We need to set the runner to be
`node` as well.
This fixes most of the ui tests. I fixed a few more tests with simple problems:
- `intrinsics/intrinsic-alignment.rs` and `structs-enums/rec-align-u64.rs` --
Two `#[cfg]` macros match for Emscripten so we got a duplicate definition of
`mod m`.
- `issues/issue-12699.rs` -- Seems to hang so I disabled it
- `process/process-sigpipe.rs` -- Not expected to work on Emscripten so I
disabled it
Add intrinsics `fmuladd{f16,f32,f64,f128}`. This computes `(a * b) +
c`, to be fused if the code generator determines that (i) the target
instruction set has support for a fused operation, and (ii) that the
fused operation is more efficient than the equivalent, separate pair
of `mul` and `add` instructions.

MIRI support is included for f32 and f64.
The codegen_cranelift uses the `fma` function from libc, which is a
correct implementation, but without the desired performance semantic. I
think this requires an update to cranelift to expose a suitable
instruction in its IR.
I have not tested with codegen_gcc, but it should behave the same
way (using `fma` from libc).
Documents that `BikeshedIntrinsicFrom` models transmute-via-union,
which is slightly more expressive than the transmute-via-cast
implemented by `transmute_copy`. Additionally, we provide an
implementation of transmute-via-union as a method on the
`BikeshedIntrinsicFrom` trait with additional documentation on
the boundary between trait invariants and caller obligations.
Whether or not transmute-via-union is the right kind of transmute
to model remains up for discussion [1]. Regardless, it seems wise
to document the present behavior.

This adds the `only-apple`/`ignore-apple` compiletest directive, and
uses that basically everywhere instead of `only-macos`/`ignore-macos`.
Some of the updates in `run-make` are a bit redundant, as they use
`ignore-cross-compile` and won't run on iOS - but using Apple in these
is still more correct, so I've made that change anyhow.
Dellvmize some intrinsics (use `u32` instead of `Self` in some integer intrinsics)
This implements https://github.com/rust-lang/compiler-team/issues/693 minus what was implemented in #123226.

native so some `codegen` and `assembly` tests have been ignored.
* All `ignore-emscripten` directives have been updated to
`ignore-wasm32` to be more clear that all wasm targets are ignored and
it's not just Emscripten.
* Most `ignore-wasm32-bare` directives are now gone.
* Some ignore directives for wasm were switched to `needs-unwind`
instead.
* Many `ignore-wasm32*` directives are removed as the tests work with
WASI as opposed to `wasm32-unknown-unknown`.
const_eval_select: make it safe but be careful with what we expose on stable for now
