Skip const OOM tests on AArch64 Linux through explicit annotations
instead of inside opt-dist.
Intended to avoid confusion in cases like #135952.
Prerequisite for https://github.com/rust-lang/rust/pull/135960.
- Either explicitly annotate `let x: () = expr;` where `x` has unit
type, or remove the unit binding to leave only `expr;` instead.
- Fix disjoint-capture-in-same-closure test
