safe transmute: use `Assume` struct to provide analysis options

This task was left as a TODO in #92268; resolving it brings [`BikeshedIntrinsicFrom`](https://doc.rust-lang.org/nightly/core/mem/trait.BikeshedIntrinsicFrom.html) more in line with the API defined in [MCP411](https://github.com/rust-lang/compiler-team/issues/411).

**Before:**

`Assume::visibility` has also been renamed to `Assume::safety`, as library safety invariants are what's actually being assumed; visibility is just the mechanism by which it is currently checked (and that may change).

f46fffc276 safe transmute: use Assume struct to provide analysis options
This was left as a TODO in #92268, and brings the trait more in
line with what was defined in MCP411.

`Assume::visibility` has been renamed to `Assume::safety`, as
library safety is what's actually being assumed; visibility is
just the mechanism by which it is currently checked (this may
change).

bc4a1dea41 Initial (incomplete) implementation of transmutability trait.
This initial implementation handles transmutations between types with specified layouts, except when references are involved.

e094ee5f10 Add do yeet expressions to allow experimentation in nightly
Using an obviously-placeholder syntax.  An RFC would still be needed before this could have any chance at stabilization, and it might be removed at any point.

But I'd really like to have it in nightly at least to ensure it works well with try_trait_v2, especially as we refactor the traits.

fe9dc6e62a Change TerminatorKind::Abort to call the panic handler instead of
aborting immediately.

The panic handler is called with a special flag which forces it to abort
after calling the panic hook.

This isn't quite ready to merge yet. The last attempt was reverting due to performance regressions, so we need to make sure this does not introduce those issues again.

Fix ICE when `start` lang item has wrong generics

In my previous pr #87875 I missed the requirements on the `start` lang item due to its relative difficulty to test and opting for more conservative estimates.  This fixes that by updating the requirement to be exactly one generic type.

The `start` lang item should have exactly one generic type for the return type of the `main` fn ptr passed to it.  I believe having zero would previously *sometimes* compile (often with the use of `fn() -> ()` as the fn ptr but it was likely UB to call if the return type of `main` was not `()` as far as I know) however it also sometimes would not for various errors including ICEs and LLVM errors depending on exact situations.  Having more than 1 generic has always failed with an ICE because only the one generic type is expected and provided.

Fixes #79559, fixes #73584, fixes #83117 (all duplicates)

f827d3e285 Make const panic!("..") work in Rust 2021.
During const eval, this replaces calls to core::panicking::panic_fmt and
std::panicking::being_panic_fmt with a call to a new const fn:
core::panicking::const_panic_fmt. That function uses
fmt::Arguments::as_str() to get the str and calls panic_str with that
instead.

panic!() invocations with formatting arguments are still not accepted,
as the creation of such a fmt::Arguments cannot be done in constant
functions right now.

(The combination between the use in the library, the compiler changes, the corresponding diagnostic differences, even MIR tests mean that I don't really have a great plan for it other than trying to have decently-readable commits.
