add: clean api to get `raw_ptr` type

There doesn't seem to be an API to fetch the type of `raw_ptr`, which is helpful for a project I work on.

Notes:

- I am unsure about the function name, do let me know if I should use something else.
- Also unsure about where to add tests, for hir changes. Will fix it as needed.

2e479158bb Auto merge of #14208 - Kohei316:master, r=Veykril
fix:add a case in which remainig is None in resolveing types when resolving hir path.

fix #14030 The variable type is being determined incorrectly
This PR fixed a problem in which `go to definition` is jumping to the incorrect position because it was failing to resolve the type in case it defined in the module when resolving hir.
In addition, I added a test for this issue and refactored the related code.
This is my first PR and I am using a translation tool to write this text. Let me know if you have any problems.

Remove @nagisa from review rotation

I have been reviewing PRs for a long while during weekends, however recently I’ve been having trouble commiting to that as well. Every weekend I’ve been spending working on a house.

I may return myself to the rotation in a couple of months. I may also just start ninja'ing up some PRs from the PR list whenever I find some time for reviews again, without putting myself back into the rotation, in acknowledgement that me being able to review every weekend or every second weekend is not a great experience for the contributors waiting on reviews from me.

I am not entirely happy with the naming and key type and open for improvements.

Don't project specializable RPITIT projection

This effective rejects specialization + RPITIT/AFIT (usages of `impl Trait` in traits) because the implementation is significantly complicated over making regular "default" trait method bodies work.

I have another PR that experimentally fixes all this, but the code may not be worth investing in.

Emit the enum discriminant separately for the Encodable macro

This changes the `Encodable` proc macro to first emit the discriminant with a separate `match` statement, then emit the fields. LLVM can optimize down the first `match` to just a read of the enum discriminant. This avoids generating a `emit_usize` call per variant and enums with no fields now optimize down to just a single `emit_usize` call.

The no variant case is special cased to avoid warnings about unreachable code.

b193419ec7 Allow multiple threads and panicking tests when testing regex
I guess this was a leftover from very early in the development of
cg_clif. Allowing multiple threads significantly improves performance,
while panicking tests can run now thanks to -Zpanic-abort-tests.

Respect $CARGO_HOME when looking up toolchains.

Some people set `$CARGO_HOME` to a location other than `~/.cargo` (`$XDG_DATA_DIR/cargo`,  in my case), and I'd be a little nicer if the rust-analyzer extension and server respect that value when looking up toolchains, instead of having us configure all of `$CARGO`, `$RUSTC` ... manually.

The new implementation still defaults to `~/.cargo` if `$CARGO_HOME` is unset, pretty much like cargo itself does (as documented in https://doc.rust-lang.org/cargo/guide/cargo-home.html), so the change is backwards compatible for most people except those who has configured `$CARGO_HOME` explicitly.

I considered using https://crates.io/crates/home as suggested by https://doc.rust-lang.org/cargo/guide/cargo-home.html, but decided to put int on hold because i) we need mirror impl in node, ii) I thought the consistency matters more and iii) the new implementation shouldn't be worse than the current one (i.e. switching to `home` improvement is rather orthogonal and could be done in another PR). If you have any directions on this, please let me know.

Upgrade to ena-0.14.1.

It avoids some inlining within its `inlined_probe_value` function, which seems to result in better codegen for the very large `process_obligations` function within rustc. It might also help with reducing the bimodal perf results we see for the `keccak` and `cranelift-codegen-0.82.1` benchmarks.
